Flying a drone legally and being accepted to inspect an asset are two different permissions, granted by two different authorities. Pilots who hold only the first keep discovering, at the gate, that it was never the qualification the job required.

Two Permissions, Not One
The single most useful thing to understand before spending money on drone training is that marine inspection work sits at the intersection of two separate regulatory worlds, and satisfying one does nothing for the other.
The first is aviation. A civil aviation authority decides whether you may operate an unmanned aircraft at all, under what conditions, and with what pilot competence. This is about airspace, public safety, and the aircraft itself. The second is marine assurance. A classification society or asset owner decides whether the inspection data you produce is acceptable for survey or integrity purposes. This is about the quality and traceability of what you deliver, and it does not care how well you fly except insofar as flying badly produces poor data.
The aviation authority says you may fly. The classification society says your findings count. Neither one grants the other, and most disappointment in this field comes from assuming otherwise.
The Aviation Side
In Malaysia, civil unmanned aircraft operations fall under the Civil Aviation Authority of Malaysia, with requirements addressed through the civil aviation regulations and the CAAM directives applying to unmanned aircraft systems. The framework distinguishes recreational flying from commercial operations, and commercial work carries materially heavier obligations: operator permissions, demonstrated pilot competence, insurance, and approval tied to how and where you intend to operate.
The recurring misunderstanding is treating a remote pilot competency certificate as the whole permission. It is a component. Commercial operations typically also require an operating permission held at organisational level, supported by an operations manual, risk assessments, and defined procedures. An individual with a competency certificate but no operator permission behind them is not in a position to sell inspection flights, whatever their skill.
Offshore and industrial work adds further layers. Flights near or from vessels and installations raise questions of airspace coordination, permission from the asset owner or duty holder, and, where a hazardous atmosphere may exist, equipment certified for that environment. Beyond visual line of sight operations, common for pipeline and long-asset survey, require specific approval built on a safety case rather than a standard permission.
Remote pilot competence: Demonstrated theoretical and practical competence for the class of aircraft being flown.
Operator permission: An organisational permission for commercial operations, supported by an operations manual and documented procedures.
Insurance: Cover appropriate to commercial operations, which asset owners routinely verify before allowing access.
Site permission: Authorisation from the vessel, terminal, or installation duty holder, which is separate from the aviation permission.
Equipment suitability: Aircraft appropriate to the environment, including certification for hazardous areas where a flammable atmosphere may be present.
The Inspection Side
The second track is where most aviation-trained pilots are unprepared. When drone data is used for a classification survey, the framework that matters is the class society’s system for approving service suppliers, governed at industry level by the IACS Unified Requirement on approval of service suppliers, UR Z17, and implemented through each society’s own rules for firms performing services such as thickness measurement and remote inspection.
Two features of that framework surprise people. First, approval is generally held by the company, not the individual. A society approves a firm to deliver a defined service, with requirements covering the firm’s quality system, procedures, equipment control, and the training and qualification of its personnel. An excellent freelance pilot cannot simply present themselves as an approved supplier. Second, the personnel requirements emphasise inspection competence, not just flying ability. The person interpreting the imagery needs to understand what corrosion, coating breakdown, cracking, and deformation look like, and how to record findings so a surveyor can rely on them.

This is why the strongest people in this field come from two directions that eventually meet. Some are inspectors who learned to fly. Others are pilots who learned inspection. The ones who remain purely pilots find their work confined to producing pretty imagery that somebody else has to assess.
Building the Combination
For an individual or a company planning to work in marine and offshore drone inspection, the sensible sequence starts with the aviation permission, because without it nothing else is legal, then adds the inspection competence that makes the output worth buying.
Choosing Training That Is Worth Paying For
Training offerings in this space vary widely in value, and the distinguishing question is simple: does it lead to a recognised permission or a recognised competence, or does it only produce a certificate of attendance. Courses that map to the civil aviation authority’s competence requirements have clear value because they lead to something the regulator recognises. Courses that build genuine inspection knowledge have value because they change what a client is buying. Courses that do neither, however professionally delivered, mostly produce paper.
Ask what the certificate entitles you to do that you could not do the day before. If the honest answer is nothing, the course is selling reassurance rather than qualification.
For companies rather than individuals, the strategic question is different again. Since class approval sits at company level, a firm intending to deliver survey-credited work needs to build a quality system, procedures, and personnel qualification records that will withstand assessment, not merely hire good pilots. That is a longer road than buying aircraft, and it is the part that determines whether the business can serve clients who need findings that count rather than photographs that inform.
