Portable Fire Extinguishers: The One, Five and Ten Year Rules

A ship carries more portable extinguishers than any other item of safety equipment, and each one runs on three separate clocks at once. The annual service is well known. The five and ten year requirements, and the spare charge arithmetic, are where operators come unstuck.

Portable extinguishers look like the simplest item in the ship’s firefighting inventory, and in engineering terms they are. The complication is administrative. A single extinguisher is subject to three distinct periodic requirements with different intervals, and satisfying one says nothing about the others. An extinguisher serviced faithfully every year can still be out of compliance because its ten-year pressure test has passed unnoticed.

The governing guidance is IMO Resolution A.951(23), the Improved Guidelines for Marine Portable Fire Extinguishers, adopted on 5 December 2003 and superseding the earlier A.602(15). It sits alongside SOLAS Chapter II-2 and the maintenance regime in MSC.1/Circ.1432. Its periodic requirements are worth knowing precisely, because they are simple enough that a failure to meet them reads as a management lapse rather than a technical difficulty.

An extinguisher serviced every year without fail can still be non-compliant, because the requirement that expired was the one nobody was tracking.

What Each Interval Requires

The Periodic Requirements Under A.951(23)

Annual, not exceeding one year: Extinguishers are subject to periodical inspection in accordance with the manufacturer’s instructions and serviced at intervals not exceeding one year.

Five-yearly test discharge: At least one extinguisher of each type manufactured in the same year should be test discharged at five-yearly intervals, and this should be done as part of a fire drill, which turns a compliance requirement into useful crew training.

Ten-yearly hydraulic test: All extinguishers, together with their propellant cartridges, should be hydraulically tested to the recognised standard or the manufacturer’s instruction at intervals not exceeding ten years.

Who may do it: Service and inspection should only be undertaken by, or under the supervision of, a person with demonstrable competence, working to the inspection guide in the resolution.

What the record shows: Inspection records must show the date, the type of maintenance carried out, and whether or not a pressure test was performed.

Two details in that list repay attention. The five-yearly test discharge is defined by batch, meaning extinguishers of the same type and year of manufacture, so a ship that took delivery of twenty identical dry powder extinguishers in the same year discharges one of them, not twenty. And the record requirement explicitly asks whether a pressure test was performed, which is the mechanism by which an inspector reconstructs the ten-year clock from the paperwork alone.

The Spare Charge Arithmetic

The requirement operators most often get wrong is not an interval at all. Under SOLAS Chapter II-2, spare charges must be provided for extinguishers of the same type capable of being recharged on board: 100% for the first ten extinguishers, and 50% for the remainder, with no more than sixty spare charges needing to be provided in total.

Where extinguishers cannot be recharged on board, the requirement changes shape rather than disappearing. Instead of spare charges, additional portable extinguishers of the same quantity, type, capacity and number must be carried. An operator who reads only the first half of that provision, and who carries non-rechargeable units, ends up short by exactly the number they thought they had avoided buying.

Non-rechargeable extinguishers do not escape the spare charge rule. They convert it into a requirement to carry more extinguishers, which is the more expensive answer.

What an Inspector Actually Looks At

Because extinguishers are numerous, accessible and quick to check, they are a favourite early item in an inspection. The checks are simple and almost entirely visual, which is precisely why failing them is damaging: it suggests that if the easy items are not being maintained, the difficult ones are unlikely to be.

The marking requirement is more useful than it looks. Because each extinguisher must carry its year of manufacture and its test pressure, an inspector can determine the ten-year clock from the cylinder itself without reference to any record. A ship whose paperwork disagrees with the stamping on the bottle has a problem that cannot be talked around.

Why This Item Punches Above Its Weight

Fire safety remains the largest single category of port State findings, and portable extinguishers contribute steadily because the population is large and the checks are trivial. A vessel carrying dozens of units only needs a handful to be overdue, obstructed, or discharged for a pattern to emerge, and a pattern in the simplest equipment invites scrutiny of everything else.

The same logic works in the operator’s favour. Extinguishers are cheap to maintain relative to almost anything else in the firefighting equipment inventory, and the regime is unambiguous: service annually, test discharge one per batch every five years during a drill, hydraulically test every ten, provide the correct spare charges, and record it all with enough detail to reconstruct each clock. A locker of properly marked, in-date, correctly recorded extinguishers is one of the cheapest signals of a well-run ship an inspector encounters early in a visit.

The failures, when they come, are almost never technical. They are an unnoticed ten-year date, a spare charge count done on the rechargeable rule when the units are not rechargeable, or a record that says an extinguisher was serviced without saying whether it was pressure tested. All three are avoidable by treating the three clocks as three separate entries in the planned maintenance system rather than one line item called “extinguishers”.
