Two pieces of breathing equipment on a ship look similar and are constantly confused. One lets a firefighter enter a burning space. The other only buys a few minutes to escape one. Mixing them up, or letting either run down, is a deficiency that recurs on inspection after inspection.

Two Devices, Two Completely Different Jobs
Among the firefighting equipment on any ship, two items get mistaken for each other more than any other pair: the self-contained breathing apparatus and the emergency escape breathing device. They both supply air, they both cover the face, and to anyone who does not work with them daily they look interchangeable. They are not, and the difference is the difference between a tool for fighting a fire and a tool for running away from one.
The self-contained breathing apparatus, the SCBA, is worn by a trained firefighter entering a hazardous space to do a job: fight a fire, or carry out an enclosed-space rescue. The emergency escape breathing device, the EEBD, does one thing only. It gives a person already caught in a smoke-filled or oxygen-deficient space enough air to get out. Confusing the two is not pedantry. Sending someone into a fire with an escape device, or expecting an SCBA-length response from an escape hood, is how people get hurt.
The SCBA: Built to Enter
The SCBA is governed by SOLAS Chapter II-2 and the Fire Safety Systems Code, and its specification reflects its job. It must be an approved open-circuit compressed-air type, capable of functioning for at least 30 minutes, with a cylinder holding a minimum of 1,200 litres of free air. That air supply is what allows a firefighter to enter a space, work, and get back out with margin. The SCBA is the breathing core of the fire-fighter’s outfit, and every ship must carry at least two complete fire-fighter’s outfits, with more required on tankers, larger vessels, and ships carrying dangerous goods.
An SCBA is designed so a firefighter can go in, do the work, and come back out with air to spare. An EEBD is designed on the opposite assumption: that escape is already underway.
Because the SCBA is a working tool under load, its readiness is a live question, not a fit-and-forget one. Cylinder pressure, the demand valve, the face mask seal, and any recharging system all have to be right, because an SCBA that will not deliver its rated duration when needed is worse than useless. It creates false confidence at the worst possible moment.
The EEBD: Built to Leave
The EEBD is a different animal, defined under the Fire Safety Systems Code and required by SOLAS Chapter II-2 as part of the means of escape. It provides a minimum service duration of just 10 minutes, and manufacturers commonly build in a margin to around 15. That short duration is deliberate. The EEBD is engineered on the assumption that the wearer should already be moving toward the exit, not weighing options or attempting a task. It is emphatically not for fighting fires, not for entering oxygen-deficient tanks or voids, and not to be worn by firefighters doing their job.
EEBDs are positioned where people might need to get out fast: machinery spaces, accommodation, and other areas where a hazardous atmosphere could develop between a person and the door. They are made to be donned quickly and operated simply under stress and poor visibility. The number and placement required on a given ship is set by its arrangement, and a shortfall in either count or location is a common finding.
What Inspectors Find
Both devices are only protection if they are maintained and correctly placed, and the recurring deficiencies are consistent enough to list. The maintenance and inspection framework here follows the IMO’s guidance in MSC.1/Circ.1432, which sets out the routine checks that keep this equipment ready.
Low cylinder pressure: SCBA cylinders found below the required pressure range, cutting the real available duration. Monthly checks exist to catch exactly this.
Expired EEBDs: Escape devices past their service or hydrostatic-test life, or with cylinders out of date, sitting in their brackets looking serviceable.
Too few, wrongly placed: Insufficient EEBDs, or units not located where the escape route actually needs them.
Unserviceable masks and valves: Face masks perished or demand valves not functioning, so the set cannot deliver air properly even when charged.
Overdue cylinder testing: Breathing-air cylinders past their hydrostatic test interval, which for steel cylinders is not to exceed 5 years.
No records or training: Missing maintenance records, or crew who cannot actually don and use the equipment under pressure.
The pattern behind these is almost always the same: equipment that was compliant when installed, quietly drifting out of readiness because the routine checks slipped. Port State Control officers know this, which is why breathing apparatus is a standard focus, and why fire safety as a whole remains the single largest category of deficiencies across the world fleet.
Keeping Both Ready
The discipline that keeps this equipment off the deficiency report is unglamorous and entirely routine. SCBA sets checked monthly for cylinder pressure, mask condition, and valve function. EEBDs checked according to the maker’s instructions, with service and cylinder-test dates tracked so none slips past its life. Breathing-air quality confirmed where a recharging compressor is fitted. Cylinders sent for hydrostatic testing on their interval. And records kept, because on inspection the record is the proof.
The equipment almost never fails because it was the wrong kit. It fails because a monthly check was skipped and a cylinder quietly lost the pressure that its duration depends on.
Underpinning all of it is training. An SCBA is only as good as the firefighter who can don it and work in it, and an EEBD only saves a life if its wearer can operate it in seconds, in smoke, without thinking. Regular drills that put crew into the equipment, not just briefings about it, are what turn compliant hardware into genuine protection. The kit on the bracket is half the answer. The crew who can use it correctly, and tell the two devices apart under pressure, is the other half.
