IMO 2020 and what the sulphur cap means for your fuel procurement
The 0.50% global sulphur cap that took effect in January 2020 changed the economics of bunkering for most vessel operators. HSFO remains available for scrubber-equipped vessels, but the majority of the fleet now requires VLSFO or MGO. Grade selection, compatibility checks between successive stems, and BDN verification are now standard pre-delivery requirements — not optional steps.

Tapis crude, produced offshore Peninsular Malaysia, is a light sweet grade that commands a premium in Asian markets. Regional grades including Kikeh and Labuan also trade actively. Bunker documentation and what the BDN must contain
MARPOL Annex VI requires that a Bunker Delivery Note accompany every fuel delivery and be retained on board for three years. The BDN must include supplier name, vessel name, delivery port, date, fuel type, quantity, and sulphur content. A BDN that is incomplete or inconsistent with the vessel’s Oil Record Book is a PSC deficiency finding waiting to happen.

Terminal supply windows and how to avoid demurrage
Major Malaysian terminals including Port Klang, Bintulu, and Labuan operate within specific barge and truck delivery windows. Mis-scheduling a supply stem against port congestion or vessel arrival can result in demurrage charges that exceed the fuel margin. We work with operators to align delivery timing to vessel schedules, not the other way around.

What to confirm before every fuel delivery

The most common fuel supply disputes in Malaysian waters arise not from product quality failures but from documentation gaps — a BDN figure that does not match the mass flow meter reading, a fuel sample that was not drawn in the presence of both parties, or a grade specification that was verbally agreed but not confirmed in writing.

MARPOL Annex VI requires continuous onboard fuel sampling during delivery. The MARPOL sample seal must remain intact until requested by a flag state or port authority. A broken or missing seal, regardless of the reason, can result in the vessel being held pending investigation.

The simplest protection against a fuel dispute is a written delivery order that specifies grade, quantity, sulphur cap compliance, and sampling procedure before the barge or truck arrives. Most operators who experience delivery problems did not have this documentation in place at the start of the stem.
