Placing the right person on a vessel is a compliance decision before it is a staffing one.
Maritime, offshore, and oil and gas manpower placement in Malaysia involves a regulatory layer that goes beyond matching qualifications to job descriptions. STCW certificate endorsements, flag state authorisations, Safe Manning Document requirements, and sector-specific competency frameworks — from OPITO BOSIET to PETRONAS Competency Assessments — all have to align before a person can legally stand a watch, work an offshore rotation, or operate on an upstream oil and gas installation. We work with vessel owners, shipping operators, offshore contractors, and oil and gas companies to ensure every placement meets the applicable standard.
How crew and workforce regulations work across maritime and oil and gas operations
What to verify before deploying crew to a vessel, offshore installation, or O&G facility
The most reliable way to prevent a crew-related deficiency finding is to verify certificates against the vessel’s flag state requirements before the person embarks — not after they have already joined. This means checking not just the certificate itself, but the endorsement status, the capacity it was issued for, and whether it matches the role specified in the Safe Manning Document.
Medical fitness certificates are a parallel verification. ENG1 or equivalent medical fitness is required for sea service. For offshore and oil and gas deployment, the medical standard is typically higher — some operators specify approved medical examiner lists, and upstream O&G sites may require PETRONAS-recognised medicals or site-specific health screening.
The document that causes the most avoidable delays is the seaman’s book. A seaman’s book that is full, damaged, or issued by a country not recognised by the vessel’s flag state will prevent embarkation regardless of whether all other certificates are in order. For O&G personnel deploying to onshore or nearshore facilities, equivalent identity and competency documentation must be verified against the operator’s contractor management requirements before gate clearance is issued.
Certificated crew and field personnel for maritime and oil and gas operations
All personnel supplied hold current certificates verified against the applicable flag state, operator, or installation requirements. We do not place personnel whose documentation does not meet the operational standard.
