The Easiest Deficiency to Find

Most inspection findings require an inspector to test something, open something, or ask for a record. Pyrotechnics require none of that. The expiry date is printed on the casing. An inspector picks one up, reads it, and either there is a finding or there is not. Among all the life-saving appliances aboard, none is so trivially verifiable, which is exactly why time-expired distress signals turn up so persistently in deficiency statistics.

SOLAS Chapter III sets the carriage requirement clearly: not fewer than twelve rocket parachute flares are to be carried and stowed on or near the bridge. Survival craft carry their own signals as part of their equipment, and ships carry line-throwing appliances with their own rocket lines. Each item has a manufacturer-marked expiry date, and once past it the item no longer counts toward the required outfit regardless of how sound it appears.

There is no argument to be had about a printed date. This is the one deficiency where an inspector needs no test equipment, no records, and no discussion.

Why the Date Is Not Negotiable

It is tempting to treat a recently expired flare as still serviceable, and physically it may well be. The regulatory position does not depend on that judgement, and there are sound reasons behind the firmness.

Pyrotechnic compositions degrade with age, and the degradation is accelerated by the conditions aboard ship: heat, humidity, salt air, and vibration. The failure modes are not gentle. An aged flare may fail to ignite when it is genuinely needed, or ignite unpredictably in the hand of the person firing it. Because nobody can assess the internal condition of a pyrotechnic by looking at it, the manufacturer’s expiry date is the only available control, and the rules treat it as absolute.

The Disposal Problem Nobody Plans For

Here is where operators create a second, larger problem for themselves. A ship replaces its expired flares, obtains new ones, and satisfies the carriage requirement. The expired ones then stay aboard, in a locker, because there is nowhere obvious to send them. Over years, a collection accumulates.

That accumulation is a genuine hazard and a genuine finding. Time-expired pyrotechnics remain explosive articles. They cannot lawfully be discharged at sea for practice or disposal, since firing a distress signal without distress is a false alarm that can trigger a search and rescue response. They cannot be put in the ship’s garbage, being dangerous goods rather than waste. And they cannot simply be landed anywhere, as reception facilities for explosives are limited and require arrangement in advance.

What Cannot Be Done With Expired Signals

Not fired for practice: Discharging a distress signal outside a genuine emergency risks initiating a search and rescue response and is treated as a false distress alert.

Not thrown overboard: Disposal at sea is prohibited, and pyrotechnics are neither garbage nor inert once expired.

Not stowed indefinitely: An accumulating stock of expired explosives aboard is itself a hazard and a deficiency, separate from the carriage requirement.

Not mixed with the required outfit: Expired items stowed alongside in-date ones create the risk that the wrong item is grabbed in an emergency.

The correct route: Return through the supplier or an authorised disposal facility, arranged in advance and documented, usually alongside the replacement supply.

The practical solution is to make disposal part of the replacement transaction rather than a separate task to be handled later. Suppliers of marine pyrotechnics commonly accept expired stock when delivering new, which converts an intractable disposal problem into a routine exchange. An operator who buys replacements without arranging return has solved the carriage deficiency and created a storage one.

Tracking a Fleet’s Worth of Dates

The administrative difficulty is that pyrotechnic expiry dates do not align with anything else. They are set at manufacture, arrive with whatever remaining life the batch had, and scatter across the calendar. A single ship may hold bridge flares, survival craft signal packs, and line-throwing appliance rockets all expiring at different times, and the survival craft items are easy to overlook because they sit inside a packed container that is only opened at service.

Operators who handle this without drama do one simple thing: they track every expiry on the same calendar as the rest of the safety equipment, order replacements ahead of the date rather than after it, and make the supplier take the old stock away at the same time. The whole issue then becomes a scheduled purchase rather than a recurring finding.

Nobody fails this because it is difficult. They fail it because the dates were never on a calendar and the old stock had nowhere to go.

Given how visible the expiry date is to an inspector, and how directly it reflects whether a ship’s equipment management is functioning, pyrotechnics repay the small effort of getting right. A locker of in-date signals and a documented disposal route says something to an inspector about the rest of the vessel, in exactly the same way that a handful of expired flares does.
