The NDT Inspector Bottleneck Slowing Down Projects

Every weld on an offshore structure, every critical joint on a pipeline, has to be verified by someone qualified to say it is sound. That someone is getting harder to find, and the certification pipeline that produces them cannot simply be sped up to match.

The Inspectors Nobody Can Find

Non-destructive testing, NDT, is how the integrity of a structure is confirmed without taking it apart. Using ultrasound, radiography, magnetic particles, dye penetrants, and eddy currents, an NDT technician can find a crack inside a weld, a flaw in a casting, or corrosion under insulation, all without cutting into the material. On an offshore platform, a subsea pipeline, or a pressure vessel, that verification is the last line between a sound structure and a catastrophic failure. It is quietly one of the most important jobs in the industry.

It is also one of the hardest to staff. Across oil and gas, the pool of qualified, certified NDT inspectors is shrinking relative to demand, and the shortfall has moved from a warning on the horizon to a present constraint on projects. Fabrication yards, operators, and inspection contractors across the region increasingly find themselves competing for the same limited number of certified professionals.

The Demographics Behind the Squeeze

The shortage is not an accident of one bad year. It is demographic, and demographics move slowly and predictably. Industry data paints a consistent picture: a 2023 assessment by the American Society for Nondestructive Testing found that close to 30% of certified NDT personnel were over the age of 55, with retirements accelerating. At the same time, too few young people are entering the field to replace them.

The wider energy workforce shows the same shape. The International Energy Agency’s 2025 employment assessment reported that, in advanced economies, the energy sector faces around 2.4 experienced workers approaching retirement for every new entrant under the age of 25. Inside the inspection layer the imbalance is sharper still, because the senior certifications concentrate in people with two or three decades of field experience, exactly the group closest to retirement.

The experience is walking out of the door faster than it can be replaced, and the roles that take longest to fill are the ones losing people quickest.

The Certification Maze

Part of what makes NDT inspectors hard to replace quickly is that “certified” is not a single, simple status. Several schemes operate side by side, and they are not interchangeable. Understanding them explains why the pipeline is slow.

The Main Certification Schemes

ISO 9712: The international standard for third-party, central certification of NDT personnel, structured across Levels 1, 2, and 3. Portable and widely recognised.

PCN (BINDT): The Personnel Certification in Non-Destructive Testing scheme, run by the British Institute of NDT to ISO 9712, and used by engineers in over 100 countries.

CSWIP (TWI): Administered by TWI Certification, covering welding inspection and NDT methods, and widely specified across oil and gas, pipeline, and pressure equipment work.

ASNT schemes: The US frameworks, including the employer-based SNT-TC-1A, under which a certification tied to one company’s written practice is not automatically valid at another.

Across most schemes the work is tiered. A Level 1 technician performs tests under supervision. A Level 2 interprets and reports results and takes responsibility for the work. A Level 3 defines procedures, approves methods, and carries the deepest technical authority. Each step up requires accumulated hours, examinations, and, critically, real field experience that cannot be shortcut.

Why You Cannot Hire Your Way Out

The instinctive response to a shortage is to hire harder. With certified NDT inspectors, that runs into a wall. The senior levels that projects and regulators actually require depend on years of documented field experience, so even with unlimited recruitment budget, a Level 2 or Level 3 inspector cannot be conjured on demand. The pipeline has a minimum length built into it by design, because the qualification is meant to guarantee genuine competence.

You cannot pay to skip the field experience. The certification that a project relies on is slow to earn precisely because that is what makes it worth relying on.

The squeeze is tightest in the advanced methods, where scarcity is most acute and demand is rising fastest.

What the Shortage Does to a Project

For a fabrication yard or an operator, a thin supply of certified inspectors translates directly into project risk. Inspection is almost always on the critical path, because welds and joints must be verified before work can move to the next stage. When qualified inspectors are scarce, they become a bottleneck that holds up hold points, delays classification society sign-off, and pushes back schedules regardless of how well everything else is going.

Scarcity also drives up cost and, more quietly, threatens quality. When demand outstrips supply, day rates rise and the temptation grows to accept thinner qualifications or stretch the available inspectors across too much work. That is where corners get cut, and in a field whose entire purpose is catching the flaw before it fails, a rushed or under-qualified inspection is a safety exposure, not just a commercial one. The recurring appearance of weld and structural defects in regional inspection findings is a reminder of what is at stake when the verification layer is stretched.

Building Capability Instead of Chasing It

Because the shortage is structural, the organisations that cope best are the ones that stop treating certified inspectors purely as a resource to be hired in at the last minute, and start building the capability themselves. That means bringing people in at entry level, funding their progression through the certification tiers, and giving them the supervised field time that the senior qualifications demand. It is slower than recruitment, but it is the only route that actually adds inspectors to the pool rather than moving the same scarce ones around.

You cannot buy your way past a structural shortage. You can only grow through it, by developing inspectors rather than competing for the few who already exist.

There is a retention dividend too. Technicians whose employer has invested in their certification and development tend to stay, which compounds the benefit and reduces the turnover that erodes margins on every project. In a market where the binding constraint is qualified people rather than equipment or capital, the ability to develop and keep certified inspectors is becoming one of the clearest markers of a serious, project-ready operation.
